Well, if you just look at the sprite, it ain't too bad
Okay, the shading isn't 100 procent perfect, but still, it's pretty good
The only problem is your statement, that this could be a base for team dotto
The problem with that is this: it doesn't match our current style
Well, that's maybe a little exaggerated, but still.
The colours are kinda ok, though we best should post a palette again. And yeah, probably delete the outline of his hair, but those are small problems
But my biggest problem is his size, he's kinda small 
And before I forget it, his legs looks kind of weird, and the scythe looks jaggy, because of the shading
Oh, and 1 tiny little detail: the shading on HIS right arm suggests that the sleeve stops in the middle, though the outline doesn't. It kinda hurts my head if I focus on it

| I think this is better than most other JUS Hidans I have ever seen, good job!
But, the scythe is a giant turn-off. It looks rushed and the two parts don't look aligned correctly. As well, it quite randomly shifts from outlined to unoutlined. Otherwise, the hair could be a bit lighter and have a colored outline, and the leg positioning is off slightly.
With a few touch-ups though, I could see this being used for Dotto~

| Haku and MM pretty much said everything, but I gotta say I really like this. Definitely better than other JUS Hidans I've seen. Well done
