I don't think everything's been decided yet, but at a guess I'd say it'll probably be a vote amongst either the members or the staff.

Then we would have to have a contest creator but let's try not think about this alot until we can get the forum into what I call "Recreation Lockdown" Where the current members decide what is what. So far we are in stage 1 in my process- getting members.
